Background to National Occupational Standards (NOS) for Civil Contingencies
Introduction
The NOS for Civil Contingencies describe the core functions for preparing for, responding to and assisting recovery from emergencies. In addition, generic NOS which are relevant to this occupational area are included in the civil contingencies framework (e.g. management & leadership; managing volunteers; learning & development etc).
The NOS are particularly relevant to category 1 and 2 responders e.g. police, fire and rescues services, health bodies, local authorities, environmental bodies, utilities, transport, oil and chemical industries, as well as not for profit agencies. They are also relevant to individuals and organisations that have a role in civil protection such as those involved in communications, social care and business management.
Development of the NOS for Civil Contingencies
The NOS for Civil Contingencies were developed between June 2007 and September 2008. This was a cross-sector project, led by Skills for Justice in partnership with other Sector Skills Councils.
The development of the NOS was supported and informed by a Working Group comprising expert practitioners from a wide range of agencies involved in responding to civil emergencies; consultation on the draft NOS was conducted across the UK between March and September 2008.
